Skills Training Projects

The Congress of Aboriginal Peoples is seeking proposals from organizations for Indigenous Skills and Employment Training (ISET) projects for the 2023-2024 fiscal year. Projects can begin activity as of April 2023. Two-year projects can be considered. Application deadline is February 17^th, 2023.

Overview

Through the Employment Social Development Canada (ESDC) – Indigenous Skills and Employment Training (ISET) Program, the Congress of Aboriginal Peoples (Congress) provides assistance and funding to support projects for training and skills development for Indigenous Peoples living off-reserve.

Project Proposals

The Congress is seeking project proposals that provide the opportunity for Aboriginal Peoples to gain the skills required to find employment, and to fill gaps in sectors experiencing skills and labour shortages.

Priorities

The Congress’s ISET program targets non-Status Indians, Métis, and southern Inuit Indigenous Peoples in Canada living in urban, rural, and remote areas (off-reserve).

Priority will be given to projects that:

Provides skills training that results in provincially-accredited or industry-recognized certification
Provides skills training that leads to employment for participants
Targets non-Status Indians, Metis, and Southern Inuit
Includes a focus on priority vulnerable groups (i.e. single parents, youth at risk, clients with multiple barriers, etc.)
Addresses identified or forecasted labour market shortages
Includes partnerships and/or in-kind contributions

Assessment

Proposals will be assessed on the following criteria:

Project goals, activities and timelines 20%
Meets demand driven skills development 20%
Partnership development 20%
Priority targets 15%
Accountability and results 10%

Total 100%

Proposals should be complete and include all required elements. Organizational capacity refers to management systems, financial systems, and financial accountability policies and procedures. Budget costs should be explained and appropriate, and reflect fair market value. Project goals, activities, and timelines must be stated and achievable; and include: a) detailed client recruitment process and promotional activities; b) systems to support and retain clients throughout the skills training intervention, and; c) client training plan. List any Aboriginal content or components. Project activities should support client entry to labour market and the project should address identified or forecasted labour market shortages (provide information and/or data on labour market needs). The project should include partnerships, agreements, MOUs and/or in-kind contributions. Projects must address priority targets (non-Status Indians, Metis, and Southern Inuit) and be cost-effective (i.e. cost per client). Proposals will be assessed by the Congress’s internal review committee. Results will be announced April 2023.

Application Process

Proposals can be submitted on-line. The deadline for receipt of proposals is midnight February 17^th, 2023. The application is available on the CAP website under the “Indigenous Skills and Employment Training program”. One application per organization up to a maximum of $150,000 will be accepted. The Congress will provide funding for skills training projects based on an annual maximum limit, and confirmation of available funds from the department of Employment and Social Development Canada.
